Meet Todd Carr, the building official and department manager for Routt County and the City of Steamboat Springs in Colorado. With nearly seven years of experience in his current role and a prior tenure of almost 13 years as the building services manager for the City of Dubuque, Iowa, Todd brings a wealth of insight into the realm of local government management.
Routt County and the City of Steamboat Springs have been using CityView's software solutions since 2019. This continuity in system usage not only fosters consistency but also enhances collaboration among City and County staff members, public users (such as inspectors and contractors) and citizens. One standout feature is the CityView Portal, empowering citizens to apply online for development applications, building permits or liquor licenses, and to submit code enforcement complaints.

The interview
Here’s how our conversation with Todd Carr unfolded:
Question 1: What is your overall impression of CityView?
Todd Carr: “CityView treats their customers like family from the top-down.”
Question 2: How would you describe your initial experience with the CityView sales team?
Todd Carr: “I found the initial experience when we first met the sales staff to be extraordinary. There was no pressure - no sales or marketing pitches - just facts and solid examples. They weren’t afraid to say no to certain questions that may have been asked; meaning they did not provide empty promises or canned sales responses but instead were genuine.”
Question 3: How do you feel about CityView’s product offerings?
Todd Carr: “We really like the look and feel of working in Workspace [our browser-based platform]. The integrations to Outlook, Word, and Bluebeam are huge benefits to us and our customers. CityView staff has always been incredible to work with, and if we have issues or serious problems, the staff expedites the service to help us resolve the issue. I also really appreciate CityView’s innovation and motivation to think about the future, make upgrades, and hear our voices on new versions as they roll out.”
Question 4: Is there anything you’re looking forward to?
Todd Carr: “I really enjoy the annual conference. What I really like is the small family feel; it’s great networking, you tell us what’s on the horizon and listen to our feedback, and we all get to have fun together as well. I think the direction you’re going this year is great, by offering a hands-on configuration class at the conference. The more CityView can empower us to be confident doing certain configuration work will actually reduce the workload for CityView staff and expedite the fix or change for us as well.”
Question 5: What would you say is the key to a continued and successful relationship between our organizations?
Todd Carr: “The key to success for CityView and us as customers is to be able to take training courses on basic to intermediate configuration work.”
Enduring organization
Todd’s perspective underscores the significance of CityView’s longstanding goals: building strong relationships with customers and investing in their success through training and support. CityView understands that these achievements are pivotal in creating an enduring organization.
