The City chose CityView's Property Information, Permits and Inspections, Planning, Business Licensing and Cashiering solutions. In addition, Bloomington will benefit from paperless field inspections with CityView Mobile; citizen self-service with CityView Portal; reduced plan review turnaround with CityView Electronic Plans Review; and CityView's integrated GIS for spatial analysis to help decision-making.
Massive hail storms suffered by the City in 2013 led to the issuance of over ten times the average annual number of roofing and siding permits. Bloomington's legacy system couldn't scale with the demand so the City started looking for a more capable permitting system, one that was flexible enough to withstand increased processing without sacrificing performance. The City also needed a way to enable self-service options for citizens to apply for permits online. CityView will provide this through its Portal, which will free up Bloomington staff to attend to other high priority items.
After a competitive process and due diligence, CityView emerged as the most capable of meeting Bloomington's needs. "The City of Bloomington will be significantly advancing the automation of its permits, inspections, licensing and plan review processes with CityView. We are looking forward to a successful partnership with the Harris CityView team," said Amy Cheney, Information Systems Manager for the City.
"The hail storm of August 2013 emphasized the need for a scalable solution and one that could offer e-permitting to constituents," commented Sean Higgins, Executive Vice President for CityView. "We are very pleased to welcome Bloomington and look forward to implementing an expandable solution with an intuitive interface that will not only help City of Bloomington employees, but will also offer the City a means to create an exceptional experience for their customers, the constituents of Bloomington."
